Confused :( Article Marketing, Web 2.0 Properties, Social Bookmarking, Pyramid Structure !!

Harry, social bookmarking is not about submission. It is about promotion. You want to get as many votes as possible, ideally getting some of your submissions to the home page. Why is this so important?

1. More votes means more links from the social bookmarking site.
2. Getting voted to the home page means DoFollow links on several of the social bookmarking sites.
3. Home page content gets viewed by so many more people, and if your content is good, you'll get the very best kind of links 0- the natural, non-contrived ones.

While Digg is great for traffic, unless your content is the type that Diggers will link to from their own blogs, there is very little SEO benefit. Some of the social bookmarking websites that bring both good SEO and other content sharing benefits are (WARNING: post only if your topic fits):

If you don't have the time to build relationships with folks on sites like these so that you can "pop" to the home page, it is worth your money to ask or to hire someone who already has a strong account and can push your content. Just be on notice that your content needs to be pretty high quality if you want someone else to push it for you.

As for the big "social signals", a recent study showed that FaceBook Shares is a particularly potent ranking signal, but FaceBook Likes and Tweets also showed a strong correlation. The social web will increasingly play an important role, and I suspect that even the midsize social sites on Pligg platforms play a role already in Google rankings, as Google can easily tell which submissions get more votes than others. Most of the sites I named above are Pligg-based. So, not as valuable as FaceBook for social signals, but with some social signal value - and with amazing backlink value.
