Yes. You can even get cheaper signup services from fiverr.com. They give you guaranteed sign ups. Just ensure you order your gig from a highly rated service provider.

In a way YES, although its risky (but which business model isn't)

Let me explain - I used to work in the CPA field and soon got frustrated with paying for traffic (in either cash or time), sending it to the CPA offer, have them fill in the offer to only get a few bucks or a % of my total revenue shaved by the network.

Because of this I move to the CPL model -this is where you get paid per lead. So I use PPC to drive traffic to my LP, where the customer fills in the form and I get paid - its very similar to CPA however the payouts are much much higher ($30+) and its very scalable.

So if you can match the right CPL LP with the correct PPC keywords and get a steady conversion -then essentially you can pay as much as you want per month for your PPC campaign and almost always guarantee an ROI in relation to the amount spent.
