    Generally speaking, CPA networks do not allow cash as an incentive even for incent offers. People used to get around this by starting "reward" sites in which users could earn credits to (theoretically) earn prizes of value, but quality dramatically decreased in these types of sites as the users would figure out ways to fraud the site to get credits. For this reason, many CPA networks do not accept traffic from these reward sites either.

    It's a good thought, but you're better off avoiding this type of business model altogether.
