How can I limit traffic to only certain part of states?

Some traffic sources, like Facebook, will allow you to target by zip code or cities.

If you're on a traffic source that does not give you this option, you can filter your traffic by their IP, you can filter by both state and city. You'll have to write or find your own script for this though. I think it's called "geolocation script" or something like that... but it works exactly the same way as a cloaker would.

Currently I am doing for financial niche that only allow lead from certain part of the States. And also, you able to enlighten me on how can I target on certain age group?

Some ad networks like ours have the ability target all of the way to a city and age/gender. You really just need to reach out to different ad networks to ask if they can.

If you are trying to target age group and location, Facebook Ads is probably your best bet.
