Banking services & loans and etc

Since my affiliate business were growing fast this year and i was in huge need of money for my cash flow. At the beginning I had used money from personal credit cards and even (sick!) payday loans.
Afterwards, my business have grown the loan in 1000-3000$ became not interesting anymore. I started browsing commercial bank loans and etc i have faced the wall almost everywhere. My company is registered in off-shore, my local government has a lot of payment restrictions, so do banks and i can not cut 2/3 of traffic sources. Moreover, the offshore bank can not provide me a loan due to the fact my company is offshore. So, i am just in the stupid circle - can not register a local company due to payment restrictions , and on the other hand can not obtain for the loan due to the fact my company is in offshore.
Just wanted to ask other affiliates, especially if you are from Tier-2 & tier 3 countries deal with that problem? May be there is any kind of internet bank for the affilates or someother sources ?
