seoclerks are the gigs safe?

I know Seoclerks is legitimate. But a client was asking me if they use the gigs such as: adding youtube subscribers or instagram subscribers for example, is that safe to do?

You're better off spending money on building real content that real subscribers will engage with.

They're a less glamorous version of fiverr, i would stay away from their "gigs"

The thing that is tough about may SEO companies; even if they are legit, Google and IG and FB and all sites online, literally, are banning the tactics they use because these businesses are not in it to add immense value....they just want to rush to some outcomes. I'd invest your time and energy in building a meaningful business by creating value and establishing strong friendships. Long term and short term, best strategy by far for growing business and an engaging, loyal following.

the question I'm specifically asking is does it put an account at risk if you use a service to add subscribers?

      Most likely... YES.

The only "services" that can do this legitimately are large paid advertising services (i.e. Adwords, FaceBook ads, etc.) and even they don't actually "add subscribers".

You can use one of the paid advertising services to send targeted traffic to the individual Youtube/Instagram page, but no "service" on Fiverr (or similar) is going to be able to send traffic that is both 1) legitimate and 2) targeted to your page.

Maybe stop trying to use shortcuts? This type of crap gives the industry a bad name.
