There's a lot of ways, direct mailing, cold calling, cold emailing, inbound marketing, networking events, LinkedIn, etc. are just a few options.

    Have you tried offline marketing?

Actually, for this kind of business (webdesign, webhosting & more), you have BIG POTENTIAL for getting customers from the outside world. I mean "outside" here is people who are seldom using internet BUT WANT to make website & such thing for marketing their business (emphasize).

But if you still want the online marketing, there're many..

What you prefer? FREE @ PAID traffic?

If you have budget, PAID traffic is worth it because you can get FAST results.
BUT ONLY if you have the RIGHT KNOWLEDGE..

Google Adwords work the best one!
They have BILLIONS of audience for worldwide reach..

But as i said, ONLY if you have the RIGHT KNOWLEDGE..
Otherwise, you're just burning that money without ROI..

I haven't marketed a web design agency so I can't tell you from my own experience, but I highly doubt Google Adwords works well at all, unless he's one of the biggest agencies in the city.

Whenever I search for a web design or SEO agency on Google, it's like 20 businesses are all waving their hands at me saying, Pick Me!!

If you're a small agency, it's going to be difficult to get "picked" from a customer staring at all those competing companies.

Cold emailing is the best for web design businesses, and follow it up with a cold calling, and you'll be fine.

Have you tried Free Classifieds or forums?

Craigslist and similar places might not be so great if you're just promoting, but if you offer a commission and/or find forums where non-IMers hang out, you could try offering to pay like $20 (Sorry I don't know your pricing list) if they get you paying customers.

    Just a thought.

I like this idea; so obvious but i wasn't thinking about offering commissions. You wouldn't have to place an ad in your city but any one.

First have a site with a portfolio together

then you can promote your services on the following sites

    -warrior forum
    -elance
    -guru
    -peopleperhour
    -freelancer
    -fiverr( with upsells)
    -odesk
    -blackhatworld

If you want to optmize your sells you must upsell a unique package with other services such as hosting, backlinks, seo optmization, etc.

Solo ads can be excellent IMO. Have a look here at Warrior forum there is a whole forum dedicated to that. Also a really clever way is to go to fiverr.com and register a simple gig for $5 like designing a simple website logo. You 'll start to get people signing up if you are any good (which I'm sure you are) THEN start selling your main services at full price. Treat it as a loss leader which then gains you more lucrative business.

    All the very best

Try advertising offline. A classified ad in a newspaper or periodical read by your target audience can still deliver results in a cost effective way.

Facebook and adwords are a good start Have you tried, besides everything already mentioned here (which is good advice, by the way), using instagram and pinterest? For a webdesign business, sharing some graphic images on these particular social media sites should help.

There are Meetup groups in every major city for entrepreneurs and marketers that need web design services. Network with people, tell them what you do, and hand out your business card to anyone who seems receptive. Get your name out there in your local community as the go-to design firm. And like quingg123 said, you need to have an established portfolio to be able to show these prospective clients when they visit your website.

The best way for me was Craigslist. I just put up a different ad each day.

I think it is a good idea to ad a nice banner ad and some samples of your work.

        Good Luck!

You can create thread on many IM forums like BHW, CPA Elites, Aff Fix.. Those forums have lots of users who are always in need of design. Also you can create accounts on odesk, freelance and similar sites, work for less money in first month or two, you need to boost your account with 5 star reviews and if you work for less money you will have more people wanting your service.
