Why Paypal only accepts Epoch and not accept CCBill?

Paypal made a deal with Epoch but why they don't make a deal with CCBill too?

CCBill is also one of the best risk processor in the world like epoch. However paypal only accepts their pilot program for epoch..

    It is not strange at all and I do not know why someone would think it is. It is a business deal. But, if it bothers you then just open a dialog with paypal and maybe you can get to the bottom of this for us

    This is actually a test case that is being done. EPOCH has assumed all fraud and chargeback liability. If all goes well, you may see other high risk processors offering PayPal in the future. Only time will tell.
