Use Buffer to schedule tweets to your posts (or other articles) in advance, and keep them consistent and relevant. Throw a few tweets advertising your gig on Fiverr every now and then - I'd suggest one advertisement every 7 or 8 tweets. Don't only self-promote though or people will unfollow you very quickly.

Start a wordpress blog and write content which is helpful for the targeted audience of potential customers. This way you don't simply get some traffic for your gigs, but you get real leads.

When you say 'get an offer' it sounds like you have had no offers yet. So get your friends to help out or make an outrageous offer compared to the price.
Have you checked your offer and description against some of the high rated gigs that have plenty of feedback. Why do you think someone would pick their offer rather than yours, other than the large numbers of feedback rating they will have? What do you put over in your video - you do have one I hope?
Lots of little things go to make up a professional looking gig. Read the feedback on some of the higher rated gigs - any clues there?
It all takes time too. Good luck
