Visitor Retargeting Using IP Addresses

Hello Everybody,

I am looking for additional information, resources, and advice in regards to IP Address retargeting. Currently, some companies state they are able to target IP addresses directly. I am curious if anybody has done this or knows what tools / platforms would be used to accomplish this. I would also like to know if there is any benefit to this type of retargeting over using Google Ads retargeting or Facebook Ads retargeting. Any help or advice is greatly appreciated.
