It's usually being measured by different tools and algorithms that are scanning your site and determing some thing like if it's secure, fast, if it has a decent amount of monthly visits, and so on. The best way to get domain reputation pretty fast is to connect with other reliable sources on the internet in terms of sharing some backlinks with the, writing guest posts, and so on. This way algorithms would get a clear signal that others think your content is worthy and that's why they decided to connect with you.
