When I try to use the quotation marks, nothing appears until I type another letter, and if that letter is an a or an e, or whatever, it places the accent mark above that charcter and ignores the fact that I want a quotation mark!

I know this is just a setting in Windows (XP) but I cannot find the dang thing - it's driving me crazy.

Sounds to me like your laptop if you're using one is set to a foreign language keyboard setting. Although I don't know how to access it in Windows XP on a Mac it's just the keyboard control panel setting

If it is just a keyboard/langauge issue, then in XP
    - Control Panel
    - Regional and Language Settings
    - Languages tab
    - Details button -> see what languauge is set there as primary

(I have set 4 languages and can switch between them with a combination of keys; I set it to Ctrl+Shift... maybe you used some key combination that changed your keyboard settings)

You either have accessibility options enabled or your language setting is set to the wrong language.

First check accessibility. Go into control panel=>Accessibility options=>Accessibility options=>Keyboard tab. None of the boxes here should be checked. If any are uncheck them. Go into the mouse tab and make sure that box isn't checked, then click ok.

If that isn't the issue, then try the languages: Control panel=>Date, Time, Language, and Regional Options=>Regional Language Options=>Regional Options tab. Should be English, US, UK, or Canada. Pick which ever one meets your region. Click ok and you're done.

If if isn't any of these, you've got me stumped. I hope this helps.

YES! You guys rock, It was set to United States - International.

I switched it to plain old U.S., rebooted and voila!

    Thanks,

Every day I check the obituaries. If I don't see my name there, then I know it's going to be a good day!

    @satamata,

What's the point in doing a redundant post? Your "solution" has been posted twice; the OP gave feedback that it has been solved... so what is the reason for your post?

Re-install XP for a minor settings problem of the keyboard??? Are you serious?
Ever heard the saying "if it ain't broke, don't fix it"?
