need shopping cart program for unique membership program

I am setting up a membership site for a stock market guru.
We will be sending out alerts when he gets a "buy" signal on his proprietary system.
The problem is that the signals come at random times so a traditional monthly membership
site would not work.
What we want to do is sign up members, take their credit card information but not charge
them until after we send out a stock market alert. We plan to wait a couple days to make
sure the alert really worked before we charge their card, so there is literally no risk to the customer.
The problem I am having is I can't find an online billing system or shopping cart that easily allows for the batch processing of orders on a usage basis, most are set up for standard monthly recurring billing or one-time sales.
Any suggestions?
I need to find an answer ASAP.
