is it a good idea to have two optins on a salespage?

What is your conversion goal?
What do you want people to do? optin or buy?

If your goal is the opt in then yes. It would be a good
strategy.

my goal is to mainly to sell. the optin is back up

  If your goal is a sale. I would not put an optin on the
  page at all. It will confuse the customer and lower your
  conversions.

That is the forumula I use with many squeeze pages/sales pages.

Headline and video next to optin. More content. And then optin at the bottom.
