Depends on your aim. Whether you are submitting for backlinks or to get traffic directly from the directory.

If it's for direct traffic - my answer is this: I run the directories and they are no1 for their keywords!

If you are looking for directories for direct traffic, then google your keyword and see if there is a local directory in the first or second spot. If so, use them, even if it means paying. It's worth it. I have clients without websites who get all their business (and I do mean all) from my sites.

So the general consensus is manual submissions still rule?

And yes Rosetrees, I mean to get traffic from the directories. I only deal with actual local clients who want real traffic and not just temporary better ranking.
