You just need to learn how to do targeted searches on Twitter... It's all explained in this tutorial: Freeway2Wealth - Twitter tutorials, stage 5: find people to follow manually
This is all you need IMHO.

Do you use Facebook ? Then you can make money just by inviting people to a Facebook group ! It's called the Instant Income System. How cool is that?

What do you mean by scanning? You can create RSS feed of the searh term. Apart from that, you will need any custom program I think. Because right now no program is offering that.

Actually there are plenty of Twitter applications capable of keeping an eye on Twitter for you and some are even capable of taking action for your when certain conditions are met...
