Tools similar to IMTalk.org website submitter?

Anybody got any tools, free to cheap price wise of sites/tools similar to that of imtalk's website submitter.
I have used the bookmarking tool which costs and found no real benefit so wary of using it again but willing to buy a piece of software for a decent price $50 or so to create some simple backlins etc. not a tool which I will use a lot just a simple one which gets pings and backlinks and maybe a couple of do follow etc.

      Isnt that the tool that just submits to whois type sites? It probably isn't a good idea to test with all the penguin updates penalizing low quality backlinks.

    Consider this: over 96% of all searches go through just 3 search engines - Google (83%), Yahoo (8%) and Bing (5%). Many SEO companies offer submission services that include dozens of search engines but at best they can only improve your results by 4% - is that worth paying for? You would do better to focus your efforts and money on improving traffic through the top search engines.
