Website Search Function... How Does it Work?

Just to be clear Im not talking about search engines or SEO but the actual search function on a website.

I have a client who's search bar brings up way to many of his products and it's not accurate at all. He wants it setup so when someone searches for the item make and model it only brings up that item and none of the other general items related to it.

I'm thinking it would have something to do with the tags on each of the products but I'm not 100% sure.

    It usually has to do with the tags if you're using a WP search function. Maybe he added too many per product?
