If you're looking for whiteboard animations with cartoons, you might want to try Fiverr. I've gotten awesome cartoons with voiceovers done there. Ran me around $35 ($5 plus extras). You can get stuff cheaper @ Fiverr if you don't want to rush.

Me too. I highly recommended fiverr if you are looking for these type of service. But you need to be extra careful with seller rating etc.

I have seen fiverr results and they look pretty professional to me if that's the presentation you desire. When soliciting jobs you should always request samples to view the quality. Price doesn't always reflect the quality but there is some truth to "get what you pay for".

What do you want a caracture. Most fiverr sellers use software for that. If you want something hand done I would go freelancer or odesk.

I actually I would post a contest on freelancer and offer 50 bucks to the winner. Last contest I ran there I had over 200 designs for a logo and almost impossible to pick one cause so many were that good. Where else can you get a logo for fifty bucks and 200 to pick from.

If you want more….use Google searches like "whiteboard animation", "explainer video", or "cartoon video creation"….add the word "service" to search queries as well.

Of course, you can go to Fiverr…where most providers are simply using the Sparkol VideoScribe software - and not very well, if you ask me. But the definition of "professional" differs for everyone.

If you want to DIY it…there's VideoScribe (VideoScribe - Sparkol VideoScribe) - which is a nice piece of software, if used fully. However, most who use it don't use it anywhere near it's full capabilities.

There's also GoAnimate (Make Business Video | Animated Video Production | GoAnimate.com) and Powtoon (PowToon, free business presentation software animated video maker and PowerPoint alternative). Again, both services are very good…but the quality of video an experienced user and a beginner can create can often be substantial.

Also CrazyTalk Animator 2 - CrazyTalk Animator 2 - A Whole New 3D Experience in 2D Animation

There are lots of other options…like using an Adobe After Effects template or Apple Motion template from a marketplace like VideoHive (http://videohive.net). The combo of one of these templates plus an outsourcer (oDesk, Elance) with a professional grasp of motion graphics software can be a way to get a professional job done on the cheap.

It really just depends on what you're looking for and what your budget is.

Playing the devils advocate here,

In my experience, you do get what you pay for, the number one expense in developing video is the assets, (graphics, moving art, characters) Unless you are really lucky and just happen to snag one of the few talented, artists that just so happen to be able to produce video and art, you are likely to need more than just an artist.

I would say that a lot depends on the quality you want, the level of animation and of course usage rights for the graphics and characters.

There are some good whiteboard animators on Fiverr that deliver excellent value for money. Here is one I have used in the past who I think is very good.

Of course, for the money, these giggers are going to use software and images from their stock library and those are limitations.

But creating and videoing a totally original animation takes a lot of time and effort and that is going to be expensive.

If you want highly professional artists, you need to take look at the different platforms like, e-lance, odesk or LinkedIn.
Or you can see for big providers but it will cost you high.

Nowadays it is no longer an issue to find a Freelancer. You can use any freelancing site easily. Today there are many sites available. such as Upwork, Freelancer, 99design, fiverr & so on. You can use any one which is more convenient for you. Before hiring anyone you should check their previous work report & Feedback. here is is not important, where the freelancer is?
