Converting Restaurant Wordpress Website to HTML5 app

A potential client has asked if I can develop a restaurant website and mobile (HTML5 App - NOT Android/iOS). The website and mobile app will provide customer with the able to place orders online but they will NOT be make payments.

Has anyone had any experience of converting a Wordpress website into mobile app?

Is using one of those plugins a viable option? Or, is it best have the mobile app?

I can't give you a direct answer on your question, but I can recommend to take a look at the website builders for cafe and restaurants. They offer all necessary features, are easy-to-use and don't require special coding knowledge. Also they are mobile compatible, so it can ease your work as they are perfectly viewed on any mobile device. Hope it helps!
