Is search engine loophole that brings traffic to a website real?

I was browsing online one day and i discovered a software that sends traffic to a website without you having to spend any cent and the name of the software is search engine loophole and i want to know if it is legal.

    I've seen this post in five forums in the last month - is a resurection being planned?
    This was an expensive programme and aimed at MSN - strange thing was challenges to show their own sites at number one received no responses.
    If you want your site to be guaranteed number one, make one of your key words 'red and green striped paint' and you'll be number one for that keyword in a very short time.
