Lead Gen: When to charge?

Hi all, this is a three-parter actually. I've seen this mentioned and sprinkled around in different threads, but I wanted to make a dedicated thread for this particular issue. I'm about to start testing the waters on how interested people are in only paying for phone calls/emails in my market.

My questions are directed to current offliners that are currently selling lead gen and have some knowledge in this area:

1. At what point do you consider a phone call that's forwarded on to your client's number chargeable? The two main ones I've seen are 1) recording the call and determining if it's a good lead based on what's said/an appointment is set, etc and 2) any call over 20 or 30 seconds long.

2. Has anyone had any problems with clients where they dispute a lead? If so, do you usually just concede it and suck it up? Give them 3 "strikes" maybe before telling them to take a hike?

3. For those that also use an email contact form (contact form 7, autoresponder) on their website along side the phone number, how does charging per email differ from how much you're charging per phone lead? I'd assume a bit less than the phone calls?

    1. I record them and listen to them (or have somebody else listen to them). 20-30 seconds is way too short for most businesses.

    2. Client's don't dispute leads when you are sending them quality. One here and there either way doesn't matter if you have a good track record.

    3. I charge the same for email leads.

    1.) Listen to the call. Also 30 seconds is way too short I usually give 3 minutes or so. Even then it's cutting it close.
    2.) They get a few chances per month to dispute a lead. Honestly it's part of the business. You can usually tell on the first call if the person was a real buyer or just someone looking for free service.
    3.) Same price usually. Phone calls can have a higher price because the business can talk to the person immediately and close the deal faster.
