Definition of Campaign

Hello,
I've taken much from this forum and given so little in return and I once again ask humbly for guidance. My boss has asked me to present him a campaign but without USP's , graphics , or an offer. He mentioned several times got milk and where's the beef. I don't understand AT ALL what he is asking as I have been Running mutliple campaigns (my definition). I currently handle all of the companies advertising and marketing efforts. This Has me at a loss. Am presenting a written essay of what I am currently doing? Starting from scratch on a new campaign across all ad streams ? What's got beef got to do with this?

    What industry are you in? It sounds like your boss is looking to position his company better through proper branding. What forms of advertising are you currently doing? It is probably in your best interest to refer to your boss for a better understanding of the task he'd like completed, because at the end of the day he's the one you have to please.

      Service industry , I think he was wanting more cohesion as lately I have been running more aggressive ads than traditional institutional pieces would allow. Anything under the sun as far as sources (cept tv)
