Key decision makers for online marketing?

Hi everyone, this is my first post ever on Warrior Forum. I am currently working on a business plan for my online marketing company (we're focusing mostly on SEO/ PPC). I have 2 main questions:

1) When selling your online marketing services to a business, who are the key decision makers (eg. VP of Marketing, CEO, etc)?

2) How does it differ in small, medium, and large businesses?

    In a small to medium sized business you talk to the owner
    of the business in 90% of cases.

    Also if you want to get hired quickly with the minimum amount
    of hassles it's the business owner you really want to talk to.

    (There are some exceptions but usually the fastest, easiest
    way from A to B is to talk to the owner).

    My general rule is if I can't deal directly with the business owner
    I lose interest in them as a client.

    I am not interested in talking to someone who can't make a decision
    and hire me on the spot.
