Local Citations - Best Cheap/Quick Way?

Seems there are a number of services out there for building local directory citations like BrightLocal, Moz Local, etc etc. We all know that the vast majority of people use Google and Google maps to search for local businesses followed distantly behind by Bing and Bing Maps which is then followed a ways behind by all those "third tier" providers like Superpages, etc.

It seems to me from a local search perspective, getting your business on Google+ and Bing Places you've pretty much got 90% + of your online local search covered? Granted getting more citations elsewhere will help, but isn't this a classic case of the law of diminishing returns. Considering you have fixed resources (time/money) is it worthwhile spending time on dozens of third tier local citation sites? Does anyone do it well without charging you $200+ total a year (monthly or annually)? UBL.org?

Seems to me just do it manually: Google, Bing, Foursquare, Yelp, CitySearch, YellowPages, SuperPages, and a couple others.

    You've got 90% covered when 90% of the results on page 1 in Google, Bink, Yahoo are about your product/company/service.

    Broaden your views... Nothing wrong with you having a page on your site at #1, #2 and #3, your Google + page at #4, a youtube vidoe about your company at #5, a vimeo video about your company at #6, your facbook page #7, an article about you in the local paper at #8, and a press release about your company at #10.
