Right, and all those webpages of mine on page 1 in Google but have not one link from a forum or blog comment link, they're not there, right? Just a figment of my imagination, eh?

Blog commenting is a good source of backlinks but the condition is it should be healthy commenting.
Apart from blog commenting bookmarking ,forum posting, image posting , video submission etc are good source of backlinks.

Basically link building via comments is treated like spam, but still many poeple do it. If you don't do it very often, it is socially acceptable. But if this is your only link building method and you spam forums and blogs - stop.
Other link building startegies? I recommend guest posting. Good backlinks from good sites.

Link building via Blog commenting is not spam if you are sticking to the relevant blogs. Always use your real name and post information content, instead of being just promotional. Try to add some value to the blog via your comment. Also keep monitoring if anybody has replied on your comment. Finding high quality blogs and submitting relevant comment can really help you out.

Apart from that, there are many other link building techniques you can try your hand at such as Forum Posting, Press Release, Quora, Q&A Sites, Web 2.0, Guest Posting (Only if done on high quality relevant blogs), etc

This is great advice! Commenting on blogs with same comment and just to share your link is spam, but posting relevant comments, connected with the topic of the blog post, and mentioning your own relevant content (with a link) is great. People will want to go to your site and maybe even look around and not just read the post you are mentioning in the comment. Same goes for answering questions on sites like Quora - answers need to be helpful

For finding relevant blogs, I recommend you use sites like AllTop and find blogs in your niche.

Have you really seen good results? I'm very skeptical of these claims.

Even if the links are "followed" there's usually a ton of links on each page of these forum threads. Just look at WF. Every single post creates dozen links even if the user doesn't have a signature. Each of those links takes up the potential link juice. And the thread pages are new and weak, and probably don't get much stronger any time soon. If we're talking about signature links Google has hinted that they consider those low-value.
