I know what a link wheel is, but why create a link wheel?

Why not directly link to my landing page from all the Web 2.0 sites instead of interlinking between them?

In a LW you link to your landing page plus to another web 2.0 property. This way you give the web 2.0 properties more value when all of them links to your landing page as well.

      Oh I see...

Just minutes ago, I discovered that HubPages Hubs and Squidoo Lenses are no-follows. Should I add them as one of my link wheel sites?

Not all search engines consider the nofollow tag, so it is up to you to decide if to use properties that use nofollow.

If you have good content on these properties so there is a chance that you'll get traffic directly from the links disregarding the nofollow tag.

Bottom line is that links from good places (relevant, high traffic...) are good and contain value.

Web 2.0 sites or any High PR sites rank content fast and higher!

That's why you should use them to host your articles and get fast traffic, and if you spread your articles through many different web 2.0 sites, you are actually getting more link juice to your site!

Building backlinks to all these sites will keep your article ranking high while passing more concentrated link juice back to your site, that's a good strategy!
