Social Bookmarking Sites/Link Building Through Them

Ok so in 2016-2017, I'm a little behind the times because I hadn't done serious SEO work in months, how pro/con is SB sites and link building through them?

FYI, I am looking for every 1% advantage if I can get it without any long term cons.

I saw a list of the "top" SB sites a while ago, not sure how much of these has changed in effectiveness:

Twitter, Pinterest, LinkedIn (don't really consider these SB but I will post there anyways, no brainer)
Stumbleupon
Delicious
Digg
Reddit
Slashdot
Newsvine
Scoop.it

Feel free to rank them, or just tell me which NOT to do, add any new ones that are great, or just "all" will do as well, if correct.

    Anchor links are very similar to normal links only that anchor links point to a specific place within the page. Anchor links should be used cautiously because if you over use them they can become a huge turn off to the website visitors and also if you use them carefully they can be the best navigating tool for your website. Anchor links are more useful when you are dealing with a huge amount of data. For example an anchor link used on contentmart website, their HTML will look like this: <a href ="#contentmart">read more about contentmart! </a>.

    Social bookmarking links are about as weak of a link as you can find. They can sometimes be okay for direct traffic, but you have to get noticed in the middle of an extremely crowded and popular site. I wouldn't even rely on them for traffic to be honest unless you have made a good contact with an influencer on one of the sites.

    I would not waste time with these kind of links.

    I think all web 2.0 links stands at same position. We never know, will they benefit or not? I think Google hold more value for co-citation then the exact match anchor back-links. And you have to study a bit about that before generating content and sharing it on such user generated content website. Some time content's sharing and amplification helps. It helps a lot particularly when competition is less.
