    This includes: creating and promoting many positive links to push down the negative links in the SERP.

    Activities included are:
    Creating blogs
    Forum participation

    Well they would just try to bring the negative reputation down by ranking properties, by properties I mean web 2.0's, videos etc. This way the negative review gets pushed to the 2nd or 3rd page on serps.

    Yes i agree with vikpathania and Rozanne comments. They Do Positive effect on your Brand Name or Keywords which are doing bad with negative impact. Once your good review or links coming up/ showing your brand as a good. You'll getting good results as normally users didn't go 1 or 2 page ahead they simply change the query to get the desired result on page 1 or 2.
