Why do you need education based sites? You can just go to some good article submission sites and go to its sub-category to find your desired articles.

Did you look at the date?

That was over four years ago. In 2017 Google is not a fan of article sites. If you want to be an author on quality sites of a niche join a Niche Syndicate Group

Lol, the first site is EzineArticles.com

If I remember correctly that 2013 semrush article date is right around the time Google bitch slapped EzineArticles into nofollow links.

It depends on where you want to submit your article. If you want to submit it on your site you can use word press or if you want to submit an article on others blogs (Guest Posting) you first have to write an E mail to the blog owner/editor then they will review your article. If they find it valid enough they will post it or else they will ignore your request.
Generally it is hard to get a guest post unless your article is exceptionally good.
To find some good education blog sites you can use these keywords.
business blogs + write for us, education blogs + write for us
.
When you are reaching a blog for guest posting you do read there terms and conditions because there are different guidelines for different blogs.
