Google Analytics Only Tracking Some Traffic Despite No Filters

Any insights on this would be greatly appreciated.
I began noticing there was an issue when I created a goal URL as being a special URL on my site which visitors can only get to if they confirm their subscription to my mailing list.
I was getting confirmed subscriptions which had to have gone to that special URL... but no visits were showing up on that URL. I have one or two visits there over the last month but I know for a fact there have been a lot more visits in the last 30 days.
I can't even see my own real time visits to my website even with no filters applied.
After some observing, I've found that Google Analytics is showing SOME of the traffic which comes to my site, but obviously not all of it.
In in the real time visit section I just saw someone visit a page of my site. I then tried going to that same page and no visit was reported.
I checked to ensure that tracking is enabled across the entire site (which obviously it is otherwise I'd be seeing zero traffic, but I am still indeed getting some traffic) and it's good. I'm using Monster Insights Plugin for WordPress as it's a WordPress run site.
Has anyone had an inexplicable instance where some traffic was being reported by Google Analytics, but not all traffic?
