When I searched for a particular keyword, search engine shows keywords in the "header tag" as the title instead of keywords in the "title tag". Why is it so?

Google does not HAVE TO show what you put in the title tag. They usually do, but if their algorithm considers the one you created to be manipulative or not as informative for that specific query, they will show one of their own, constructed from words on your actual page (and the heading is likely the first thing on that page).

Nobody knows for sure when/how the algorithm makes this decision but I suspect that like everything else, they split test it (yours vs. theirs) and whichever gets more clicks is the one they go with.

Also keep in mind that yours MIGHT show for other queries. The title tag they show is query dependent, just as the meta descriptions are as well as the results, themselves.

Oh, and this is not really an indexing issue. Clearly your page is indexed.
