A Couple of Things about Google CA

i'd like to know if google will continuously visit my site and cache it if i stop making posts but continue to work on linkbuilding?
i'm asking because i've noticed on market samurai that a particular site has a CA that is updated pretty much weekly even though the site hasn't added new content to it for over 6 months. Now i know for certain that the site owner continues to link-build, but he most certainly hasn't added any noticeable content to it...
...will updating existing posts on my site make google visit the site more? could this be what the site owner in the example above is doing with his site?
my strategy for a new site i'm building is to create an awesome post, and then spend the rest of my time link-building to have it reach number 1 in google for the keyphrase. Once at number 1, move on to another keyphrase, as opposed to continously making mediocre posts in an attempt to keep google visiting the site...
...in short, i guess what i want to know is -
will google continue to visit my site on the grounds that there are continuously more site (links) pointing to it?
knowledgeable suggestions on this is appreciated.
