I agree that the article isn't related to SEO hosting.

To be fair, do I think that SEO hosting is a bit of a con (it's mainly just a marketing technique and tries to convince people that dedicated IPs are necessary)

But yeah, the article itself doesn't match the title or introductory paragraph. And arguably one of the most important things a host can do for SEO nowadays (ensure bandwidth is quality and server loads are low - i.e. ensuring quick loading speeds) wasn't mentioned at all in the article. It's odd..

You're that that it should just be titled "Hosting". And even then they should have mentioned that a host with overloaded servers and poor quality bandwidth will harm you considering that Google are now ranking by speed (albeit only as a minor factor)

There is an entire column about dedicated hosting and they implied that it would include a "unique" IP. They probably should have elaborated on that a bit I do agree. Most folks don't investigate their shared IP's to assess their neighborhood either. I could see how the article would be helpful to some people getting into SEO.

If google stresses ways to improve the global enviroment I think virtual hosting is beneficially for that but would be nice to to know if this can have a advantage on seo..

Well I think we need to wait if google will give concrete facts about these issues just the same with page speed which matt has a 50/50 answer for that one.
