Calling All SEO Experts! Google Keyword Tool sorted by relevance = LSI keywords in SERPS??

Okay, couldn't fit everything in the subject line, let me straighten out my question:

When using Google's Adword Keyword tool, by default it orders the results by relevance. Does this order relate directly to the perceived relevance of words used in Google's ranking algorithm?

To clarify, I know that the keyword tool shows LSI keywords, but I want to figure out if when sorted by relevance in the tool, if that is the same order that Google uses itself.

If not, then by what algorithm or means are the words sorted in the keywords tool? Surely their rank by order of relevance is not arbitrary?

My point is that I don't see why Google would use one set of LSI keywords for their search results and then give us a different set ordered differently by relevance in their public keywords tool. Since it is an Adwords tool, wouldn't they want you to be as best equipped as possible?

The whole basis of this is to understand whether the Google Adwords keyword tool should be used as a reference or as an answer.

    Use google adwords as a reference, it's meant to help advertisers, not the public. What exactly are you using Adwords Toll for? Some people use it for different reasons, it helps with my keyword research so I know what keywords to target because anything with high competition will relate to higher adsense income.

    It was meant for PPC use, but most people find other ways to use it.

      Are the results by relevance the same in the tool as in the algorithm for the SERPs? Why wouldn't they be synonymous with LSI just because it's a PPC tool?

      I heard someone say that wasn't necessarily true, but I don't see why not.

        Its possible, but I don't think Google would let any part of their algo become public, so it may or may not be the case.

        Either way try and use another tool as well such as MNF or Market Samurai

          ok thanks Frank, that's very true, Google probably wouldn't allow any of their algorithm to go public. Why did I think I could find a definitive answer to an SEO question lol.

          It seems to me that since it's in Google's interest for people to run successful PPC campaigns the keyword tool is at least a good indicator for relevant keywords. I'll probably pick up Market Samurai soon and use it in conjunction.
