Penguin - Over Optimization Penalty Effects

What effect does Penguin or an over optimization penalty have?

Does a rank for a keyword drop... a few points? Hundreds? Or does the page just stop ranking for that keyword?

Does the rank for a page for a specific keyword disappear, and another page (not optimized for that same keyword) will now start ranking for that keyword but the rank is much lower?

Would like to see what other people notice about their rankings and the effects of a penalty.

It's not as simple as just saying your rank for a keyword drops but also determining if after the drop the wrong page; un-optimized for the target keyword now ranks. What to do next when we see this behavior.

Thank you.

What do I do? I start over! When different tag pages start to rank that means the other page is penalized but still passing juice to your tags or categories.

Thanks for the reply.. may I clarify what you mean by start over? Create a new page? New site? Is the word "tag" pages referring to a page, type o page, a tag page?

Did anyone submit the google penguin update feedback form for sites that were wrongly penalized? Did anyone recover after doing so? did anyone hear anything from them after filing the penguin feedback form?

Rename the urls and redirect the old ones, the fact that tag pages start to rank means the juice is still there, so a redirect won't pass on penalties.

I've noticed a couple of pages that I built backlinks to with SocialMonkee have tanked in the rankings, about 100 - 130 positions. They were crappy experimental pages anyway that were ranking well purely because of the SocialMonkee links.
