Link Exchange Still Effective After Penguin Update?

As we all know that google penguin update was very strict and it push back a lot of website from search engine rank pages. So i want to ask you all that after this update link exchange activity is still important and effective for link building.

    If you exchange a few links with relevant to your site sites and you trust them you have nothing to fear but if you exchange too many links with irrelevant sites just because of their pagerank then you will probably have a problem...

    Link exchanges are EXTREMELY dangerous...

    But they can still be effective. Wont help when you're penalized

    I think they're still effective but avoid too much links that does not have nothing information just only links related content.

      Don't get many backlinks from unrelated website and try to get link through thematic websites.

    Link exchange is very risky even I have read somewhere in SEOMOZ and lots of other places that its harmful so you shall stay away from exchanging links, instead concentrate on quality one way backlinks to your website coming from valuable good content posted on your website.
