Why are there a million and 1 SEO companies online?

& How do you respond when people ask your opinion on a random SEO company?
I have this one guy who has emailed me about 7 different SEO companies over the last few months.. and its driving me crazy.
The site he's curious about now is "expreseo.com". I found out they rank for "experts in search marketing" and "search marketing experts" but what does that mean? I mean I know what it means but explaining anything to this guy is impossible.
When you look for an SEO person, what do you look for? I have done seo myself, brokered numerous SEO deals for clients, but this 1 guy is a literal PITA. I always tell clients "its better to get started now than wait years to find the perfect company". So I find someone I TRUST, and we get to work fast.
This guy even contacted "seo.com" and wasn't happy with their pitch lol. Like what do you say to a person like that? I talk to him often about his business and have done jobs for him before (not SEO) so its hard to ignore the guy. Plus most of my business comes through relationships like these.
Do I just say "shut up and give me your money, I'll find you a company stupid?" As cool as we are, I don't think even that would work. I've explained that SEO is data input, and its not really rocket science, so wasting months trying to find the right person/business is usually a terrible idea. He never listens.
