I would use Adwords or some other PPC provider to drive traffic to your site. Have you done onsite and offsite SEO for the website? This may take longer to get steady traffic but its good for a long term stable traffic source.

What about making videos, or starting a blog. A blog is a great way to drive more traffic to a website. Especially one that offers useful information.

2.) Submit them to directories
3.) Leave worthwhile comments on relevant blogs
4.) Build Web 2.0 Properties for your site

If you need consistent and immediate traffic - paid promotions [social media, ppc, ppv, display ads] is the way to go. And among all, adwords should be most targeted - if you know how to use it. But if you are looking for long term consistent traffic, SEO might be a better option. You can even club both - adwords & seo - and use them strategically to feed each other and grow fast.

Other than the suggestions above, rank a lot of long tails for each page and they'll easily add up to give you this traffic, which can even be grown "easily" over time

Let me be very clear about one thing. If you think that there is a way through which you will be able to get millions of visitor overnight, you are in the wrong place. There is no way you can expect to get targeted visitors overnight. It takes a lot of hard work to achieve the target. First learn the basics of SEO very well.
