Locally Torn. Need Help

Hi Guys,

I'm in the process of creating a law firm website and I'm having trouble with targeting different cities seo wise

It's a website for a law firm with offices in 6 cities.

Here's what the client want done.

lawfirm/city1/divorce
lawfirm/city2/divorce
lawfirm/city3/divorce
etc...

And it's the same structure for 7 more practice areas.

What I'm thinking is just one divorce page and optimize the page for all 6 cities they have offices in. My problem with 6 different divorce pages is that they will compete with each other and the internal links will be messed up. You use the anchor text "divorce" to link to one city and then later on you use it again to link to another. You can't always use the local identifier on anchor texts coz google will think you're spamming.

What do you think?

    Why don't you do both

    1 site with everything and multiple sites that work for each city.
