What is Next after EMD -

Is there any chance google is going to target web pages which have EXact Match Titles ?

What is your strategy - While writing Title Tags ? Do you include Keywords or Keyphrases ?

    Chances are that will never happen because it just doesn't make sense.

    Google encourages you to setup your titles and tags accordingly they just don't want you spamming your page with ridiculous 5% keyword density that doesn't even fit into the sentence (I'm not saying it's not possible to have a perfectly readable article with that keyword density it's just tough to come by)

    In my titles I just include the keyword and the websites name afterwards like below

    Keyword - Website Name

    I treat my SEO title tags with the same mindset as a pay-per-click ad title, because they perform an identical function.

    You are trying to match the users search intent by showing how relevant your website is to their search query.

    Google wants the searcher to find the most relevant content possible, so they aren't going to penalize you for doing this.

    Always include keywords in titles, tags and headers.
