Detailed Requirements for PPC Network

I am publisher currently running AdSense on my site and am looking to expand to other PPC providers for my websites. I have some pretty specific requirements for a PPC network. Does anybody know of any PPC networks that meet these requirements?
- Need to be able to monetize all countries
- Need to be able to pass keywords to the program to display ads (I don't want the script to display ads based on my page content. I'd like to be able to pass it a specific keyword like "golf" and have it show related ads).
