Ad Management Software?

Hey all
First of all, I'm not sure if this falls under the right category. Technically this is PPC.
I need some sort of self-hosted solution to ad management. I have various different ad spots and many local businesses who want to advertise on my website. I need to track clicks, create campaigns, allow advertisers to upload ads on their own etc. I am not interested in Adsense because or ads from any other network because, again, I have my own advertisers.
Is there any software available that can help me do this? I don't want to code my own solution - there MUST be something out there!
