Try back links by sharing on social media. Back links from Facebook and Google Plus pages are considered as ranking signal by Google now. Even you don't have access for targeting your keywords as anchor text in Social media sites, the links from social media adds a link value for your page and site.

There's no best way... You have to do Off page activities slowly and smartly. Getting links on relevant sites is important. Just building fast backlinks without considering different factors is a waste of time. Relevancy is important here.

No one has mentioned dofollow vs nofollow backlinks. Surely nofollow backlinks don't add anything to your Google rank because they are not included in the Google ranking algorithms?

Nofollow links are ok for getting your name out there, and possibly a small amount of traffic but not much else?

Am I wrong?

I suggest to focus on quality backlinks, not only backlinks. Below are the best options as per my suggestions-
1. Article submission- Select 30 High PR free article submission websites and post at lease 4 (1*15)articles every month making article prism.

2. Press release submission- Select 15 High PR free press release submission websites and post 1 release every month
3. Social bookmarking- 10 submissions on 1 keywords daily
4. High PR forum posting- Select 5-6 high PR forums like warrior forum, SEOchat etc and get back links from there.
5. Blog posting- 6 blog setup on all different sites and 1 blog posting every week on each site making a link wheel.
6. Classified Ads- Select around 30 best high PR classified sites and post 1 ad (1*15) every week on each site.
7. Directory submission- Daily 5 submission on each keywords. Directory should be high PR only. Do choose right category.
All these efforts will not give you only backlinks but a huge amount of traffic as well.

Is this a trick question, because the answer is simple: build MOAR backlinks.

It helps if the backlinks are found on high quality pages, which are crawled regularly by Google. Orphan pages, low authority domains, and pages behind logins (many forum profiles) either won't get crawled by Google or crawled really slowly.

Backlinks - The backlinks shown in google is not same all time. Google also count your internal links as backlinks. So add internal links also in website, then after submit your articles to article submission sites, guest post sites, blogs etc.

just by searching through google you can find a few lists of blogs that are either do follow or have comment luv enabled so they should be good for backlinks, i search for specific sites such as .edu and .gov sites for my keywords that have PR of at least 4+ and leave decent comments that are relevant as they will not get approved! i work on the basis that at least half of these will not be do follow but by doing it this way will look more natural in the eyes of google!

I would suggest to look more for quality of those links, not just pure numbers or PageRank.
By saying “quality” I mean site relevancy and authority of linking domain.

Using senukex is the best automated way to increase backlinks. Save you time and blast backlinks.

Quality over quantity. 1 quality link is worth more than 100 crappy links.

You only need unique and relevant content on your site and you get backlinks for free, at least that's what i get.

Everything addressed here is good advice... another one is contact websites in your niche and try to negotiate a collaboration. This has helped me A LOT.

Then again it all depends on your niche.

Backlinks are harder to get and will require some actual work from you these days. Guest blog posts, point blank asking for links in return for something bartered, trying to get yourself listed as a footnote/reference on an .edu site, etc. It requires an extreme amount of work from you and requires you to stop everything you're doing (including working on your site) and focus all your attention on getting the really good links that you want.
