If you understand that duplicate content is having the same content appear on the same website over and over again, then the answer is yes.

If you think that duplicate content is publishing the same article that is on another website, then the answer is no. USA Today, The New York Times, The Huffington Post, and all other news sites would have a tough time showing up in Google if that were the case.
