Keyword Rankings Fluctuating Over Summer

Hey,
I have noticed a large number of website rankings consistently fluctuating a lot this summer. More so than the past years except when Panda & Penguin updates were released.
Has anyone else noticed big jumps like 1-5 pages every week or so?
I have steadily increased the amount of links being built to all of my sites and that doesn't seem to solidify rankings or make them more stable.
Let me know your thoughts and suggestions or if you have observed the same thing!
