How much is it valued in Google SERPs?

I have a list of 70+ decent buyer keywords. If you toss them in some "keyword competition" crap software, they come up as 2 to 5 (5 being very difficult).

Point is, about 65 of the phrases have 0 title, description or H1 matches. Most are ranking in that spot based on root domain authority.

Any input?

Proper onpage optimization, which includes putting your keywords or variations of your keywords, in the title, description, and heading tags is part of SEO. It adds value. It's simple to do. There's probably no good reason to not do it. But it's only one part of SEO. There could be many reasons why those sites are ranking. But the fact that they haven't done these things is probably a good sign that the reason they are ranking is because Google hasn't found anything better to put in those spots. So if you take the time to do the right things, and all of the off page SEO, then you've got a shot at cracking the rankings.

If you are thinking of setting up or have a WordPress website then adding the Yoast SEO plug-in can help make SEO much easier. It has a check-list of all the basic SEO optimization techniques needed on page to make a post optimized.

Makes the above as quoted by LloydMS much easier to do.

It is slightly off topic but from your initial inquiry thought you might find it of useful if you did not already know about it.

Take a look at other sites on page 1 of google and see if they are optimized with keyword in title & h1. If most of the sites on page 1 are not optimized then you have a good chance to make it to page 1. If you can build pages that are optimized with keyword in the title & h1 tag then you can rank on page 1 with minimum effort.

On -page optimization includes optimizing your title, images, keywords.
Title should include the keywords that are of high compitation and highly searched ones to get good ranking.

Well, you should start prioritizing the most profitable and relevant keywords that you will be putting in your H1 and title tag. You don't need to toss all those 70 keywords.

I suggest you focus on keywords that can bring you traffic and are good to convert to sales. If you have those keywords, pick the most appropriate ones (based from the factors I just said) and optimized them in your pages (like include them in your meta tags, content, etc). A properly optimized site can rank well on SERPs.

I would go for sure with KW in title and KW in H2 instead of H1 - I think h2 now has more weigth than h1. But I would make also some changes in the content.
On page optimization is the basis that has to be perfectly build so you can do than off page stuff

Don't use the SAME keyword everywhere. Use your MAIN keyword in the title, but use a SIMILAR one in H1 tag (don't place more than 2-3 H1 tags too!)

Many authority sites don't use all of that and rank on sheer authority.

Google steers people (at least that's their goal) to the page that will suit
    a searchers perceived needs.

That in no way means that the average joe blow should do without them.
    But there's more to it.

    People mix up two things.

-What google thinks your page is about.

    and

-How high your page should rank.

Those are not one and the same.

Dont focus to include your keyword in H1. Create H1 which will be match to your page content and topic.

Title tag is most important in SEO, you must have unique and specific title tag for each and every single page available on the website...
