Query about DISVOW tool and Google Indexing links

I heard from a Google partner that whenever Google SERP changes, it looks at DISVOW uplaoded files and disvows them, then indexes links that are new and not DISVOW-ed

Is it true?

I disavow many back links and upload it on SE. After 1 week, my back links report is update,so it is work.

Disavow tool is used to deactivate or cancel backlinks that you don't want to be linked to your site. But you are engaging this tool with some other topic. It's confusing!!!
