Website flash tool/program needed for mycompany

Hello,

I am involved in a marquee hire company and I need someone to create a small application for my site. Some of my competitors already have a similar thing going. You can see an example at

Marquee layout planner from DIY Marquees

This planner is something I need for my site but tweaking to add a few different things and branded with my own company colours and logo. A couple of other ideas maybe incorporated also.

I think this is some sort of flash product but maybe wrong. Can someone make thise for me? or tell me exactly what it is I need.
