PHP from scratch or WordPress

I am looking for a warrior who can create me a subscription/membership site that would act as a resume directory. It would have to allow members to create their resume and edit it as required through there Internet browser. They could then pass on the url of their page to any perspective employer to view online for employment consideration. Been trying to get this done for several years. I've been told this would be fairly easy to do but try as I may, I cannot figure it out.
Can someone help me with this project. I would even be willing to offer residual income from this site. My list for this niche is almost at 5000 individuals with one thing in common. Potential target market nears 900,000 people. Who would like to take a stab at this for me. Need done as soon as possible or would even pay just for you to tell me how to do it. Getting frustrated :confused:
